40 Beijing (Jing-Jin-Ji) International Science and Technology Innovation Center Support Policies Released

China News Service, Beijing, March 25 (Reporter Lü Shaowei, Chen Hang). The opening ceremony of the 2026 Zhongguancun Forum Annual Conference was held in Beijing on the 25th, with 40 support policies for the Beijing (Beijing-Tianjin-Hebei) International Science and Technology Innovation Center jointly released by relevant national ministries and central institutions.

In terms of strengthening the layout of strategic scientific and technological forces, the support policies allow universities and research institutes under central departments, under conditions consistent with national regulations, to apply local science and technology policies; explore the establishment of a joint fund under the National Natural Science Foundation for Beijing-Tianjin-Hebei, to support high-level new R&D institutions and enterprise-type technology innovation platforms to participate in applications; and build regional technology transfer and transformation centers at universities with high quality.

In advancing deep integration between scientific and technological innovation and industrial innovation, the support policies propose establishing an AI industry sandbox regulatory system and improving risk monitoring and early warning mechanisms; for innovative drugs, clinically urgently needed drugs, and multivalent, multiple-price vaccines, among others, that have special requirements for production processes and facilities/equipment, support Beijing-Tianjin-Hebei to explore segmented production models; and encourage commercial health insurance to include expenses related to innovative drugs and devices within the scope of responsibility of commercial health insurance.

The support policies also mention improving comprehensive supporting services for foreign talent, facilitating entry, exit, and residence for foreign personnel, optimizing the “green channel” for handling work permits for high-level overseas talent, and steadily expanding the scope of recognition of overseas professional qualifications.

The support policies further include allowing domestic innovation entities to jointly undertake major science and technology tasks with overseas institutions; supporting the conduct of reform demonstration in creating an open environment for science and technology innovation, and carrying out policy stress tests in areas such as foreign talent practicing within China and enterprises’ cross-border R&D deployment; supporting pilot policies for the development of foreign-funded R&D institutions to be implemented in Beijing-Tianjin-Hebei; and launching cross-border equity investment pilot programs, supporting equity investment institutions in such areas as “bringing in” and “going out.” (End)
