This is a typical case of "incentive compatibility" failure. The US and Europe want to present a united front externally, but small countries hold key positions... Historically, Iran sanctions also worked this way. In the end, trade bypassing the mechanisms becomes even harder to regulate.

Once this oil price cap is dismantled, maritime shipping will have to reroute, and EU members will end up losing out themselves.
