honestly... powell's just stating the obvious at this point. the housing shortage isn't some novel discovery, it's been a systemic vulnerability in the economy for decades now. technically speaking, we've been vulnerable to this particular vector since the 2008 aftermath—never really patched it. interesting edge case how policy makers act shocked when structural problems don't self-resolve.
