People’s Financial News, March 6 — On March 6, at the press conference on the economy during the Fourth Session of the 14th National People’s Congress, Zheng Shanjie, Director of the National Development and Reform Commission, stated that China’s population has generally transitioned from a phase of increasing growth to a phase of decreasing growth and high-quality development. This shift is characterized by obvious features such as declining birth rates, aging population, and regional population fluctuations, which require corresponding optimization of public resource allocation. Taking education as an example, the school-age population in middle school, high school, and higher education will peak in 2026, 2029, and 2032 respectively. To address these three waves of peak, the draft outline of the 14th Five-Year Plan emphasizes the construction of regular high schools and the expansion of quality undergraduate programs as key tasks, aiming to respond to and solve practical issues.
