This involves deep digging and analysis of clues, thoroughly investigating the production, supply, and sales criminal industry chain, and dismantling illegal manufacturing dens. Law enforcement should strictly crack down on behind-the-scenes organizers and key gang members to achieve a comprehensive strike across the entire chain.

Focus should be placed on key targets, paying close attention to important locations and issues. Regional cooperation should be strengthened, employing cluster operations, regional joint campaigns, and upgraded investigations to target gangs, dismantle dens, and destroy networks, forming a powerful offensive.
