The government has been actively promoting the development of artificial intelligence in recent years. During the Legislative Council meeting, some members expressed concerns about insufficient regulation of AI-generated content.

Acting Innovation, Technology and Industry Bureau Chief Zhang Man-li stated that the Secretary for Justice has convened a steering committee meeting for an interdepartmental working group to establish “legal support for broader AI applications.” The group aims to address potential risks and necessary regulations related to AI development and application, identify gaps in current laws, and explore targeted solutions. However, no decision has been made yet on whether specific issues should be legislated.

Regarding activities such as using AI to produce pornographic, obscene, or inappropriate images, Zhang Man-li pointed out that the Computer Crime Group under the Law Reform Commission is studying current laws from the perspective of cybercrime, and will seek public consultation when appropriate.

Zhang emphasized that the government advocates for an organic integration of AI technological innovation and safe usage. The Digital Office has issued and continuously updates documents such as the “AI Ethical Framework,” providing a governance framework for AI development and application that aligns with Hong Kong’s context.
