Filecoin 2025 Annual Review and 2026 Strategy: From Infrastructure Scaling to Demand Realization

Over the past five years, we have built Filecoin from a vision into the world’s largest decentralized storage network—with EB-scale storage capacity and a global community of storage providers and developers.

The urgency of this mission was repeatedly validated in 2025: frequent global internet outages exposed the structural fragility of centralized cloud infrastructure; the explosive growth of AI intelligences is creating unprecedented demand for verifiable data infrastructure. Coincidentally, on the same day Filecoin Onchain Cloud was officially launched, Cloudflare experienced a major outage—perhaps the strongest real-world illustration of why decentralized storage is necessary.

This year, we laid critical strategic foundations. In 2026, we will transform these capabilities into actual market demand and sustainable income.

2025 Year in Review: Progress on Five Fronts

1) Product Milestone: Launch of FOC, Elevating Filecoin from “Storage Network” to “Programmable Cloud”

If there was only one must-mention event in 2025, it’s the official release of Filecoin Onchain Cloud (FOC) on November 18.

FOC extends Filecoin from “providing decentralized storage capacity” to “verifiable, programmable, and billable cloud service platform,” introducing a set of composable cloud modules: Warm Storage Service, Onchain Payment Layer (Filecoin Pay), IPFS-compatible Storage (Filecoin Pin), High-Speed Transfer (Filecoin Beam), and developer-facing Synapse SDK (which has been downloaded 17,900+ times). Every storage, retrieval, and payment interaction is transparent and auditable, with strong on-chain guarantees.

On launch day: over 100 early builders integrated, social media exposure exceeded 1.25 million, CoinDesk live stream reached 430k+ viewers, with 280+ attendees and 30+ media partners present. Initial integration partners include Monad (supporting onchain AI workflows), KYVE (archiving Celestia and Story Protocol chain data to PB scale via FOC), Akave Cloud and Storacha Forge (building enterprise decentralized backup and hot storage services). ENS, Safe, ERC-8004, and others have also completed integration.

FOC’s significance goes beyond a product launch—it packages “network capabilities” into a cloud service interface closer to developer and customer workflows, laying an executable product path for the goal of “onchain demand and payment” in 2026.

2) Protocol and Governance: Predictable Upgrade Rhythm + Modernized Governance

Throughout the year, we completed four mainnet upgrades (NV24 to NV27), executing 13 FIPs + 1 FRC, covering FVM optimization, storage provider economic mechanisms simplification, gas cost reduction, and other core improvements. Fil+ system distributed over 780+ PiB DataCap in total. These metrics reflect mature engineering governance: predictable upgrade cadence, key changes discussed, tested, and implemented through open processes.

By the end of 2025, we also officially launched the Constellation Governance Program—a three-phase plan for governance modernization (Nebula establishing infrastructure and incentives, Nexus expanding distributed participation, Galaxy formalizing long-term structure). The first Nebula phase has been initiated at FDS-7 Summit. This provides a systematic answer to “how truly decentralized protocols can open up governance.”

3) Public Goods Incentives: Long-term Foundation for Ecosystem Health

RetroPGF completed two rounds of distribution—second round (December 2024) allocated 270,000 FIL to 97 projects; third round (December 2025) allocated 500,000 FIL to 91 projects, covering core areas like storage operation, developer infrastructure, programmable data, retrieval markets, etc. Top recipients include FilOz, Filecoin Onchain Cloud, go-libp2p, FIL-Builders, and Filecoin Data Portal.

Public goods are not “icing on the cake”—they are the foundation of the entire network’s commercialization. When the network enters the demand validation phase, tooling, protocol implementation, and retrieval infrastructure must be stable first; otherwise, productization efforts in ToB/ToC lack a reliable base. In 2026, we will further introduce ProPGF (Forward Public Goods Incentives), providing upfront funding to teams that can effectively advance network KPIs.

4) Onchain Real Data: Understanding Network Value Through Institutional Names

Our Quality Engineering team maintained and added over 3.5 PiB of culturally and scientifically valuable datasets throughout the year, collaborating with Harvard Library Innovation Lab, Internet Archive, MIT OpenCourseWare, NASA GEDI geospatial datasets, USC Shoah Foundation, and others.

In media and news archiving, high-value collaborations also took shape: The Defiant now shows “Preserved on Filecoin” at the bottom of each article; MuckRock uploaded over 500,000 documents via DocumentCloud; Starling Lab deployed 22 PB of Filecoin storage nodes at USC Libraries, preserving Holocaust survivor testimonies, war photography, and other important historical archives; DPLA, Flickr Foundation, Earth Species Project, and others completed key data onchain in 2025. On cross-chain, we partnered with Ava Labs to launch the Avalanche C-Chain × Filecoin native cross-chain data bridge, further strengthening Filecoin’s position as a Web3 decentralized data layer.

These institutional names powerfully illustrate Filecoin’s mission to carry humanity’s most important information.

5) Customer Conversion and Global Connectivity: From “R&D-Oriented” to “Growth-Oriented”

In 2025, we launched the Client Success Working Group (CSWG), establishing mechanisms like pain point tracking, customer profiling, project dashboards, etc., conducting nearly 100 discovery meetings throughout the year. While less flashy than launching new protocols, this work is essential for the ecosystem’s shift toward growth.

In APAC, we held 4 AMAs reaching 100,000+ listeners, supported or hosted 26 global events, and through the Orbit program, engaged 5,000+ builders, adding 10 regional ambassadors, covering universities like Zhejiang University, Northwestern University, Purdue University, and regional nodes in Ghana, India, Vietnam, Nigeria. Data from these activities and developer outreach shows not just event buzz, but that the ecosystem’s growth flywheel continues to spin.

2026: From “Capability Exists” to “Value Realized”

In infrastructure, the real inflection point is never the technical release day, but the moment the first sustainable paying customers appear.

In 2026, both market and network conditions will mature simultaneously. Market-wise, AI-driven storage demand is growing exponentially—training datasets, agent memory layers, model archives—all require large-scale, verifiable, low-cost persistent storage; frequent outages of centralized cloud services continue to push enterprises and institutions to reconsider decentralized alternatives. On the network side, FOC has handed developers a composable cloud service interface; customer success mechanisms are systematized; by the end of 2026, the last network lock-up period will end, and incentive structures will undergo a critical overhaul—rewards will flow genuinely toward paid usage and effective workloads, not just capacity supply.

This is not a slogan-driven transformation but an inevitable leap once conditions are ripe. The Filecoin ecosystem will focus on three network-level goals:

Goal 1: Drive Paid Onchain Storage Transactions

Previously, Filecoin’s storage demand largely depended on free or subsidized data—validating technical feasibility but not business viability. In 2026, the core question is: will real customers be willing to pay continuously for Filecoin’s storage, retrieval, and verification capabilities? To answer this, FOC will launch a production mainnet supporting stablecoin payments and introduce enterprise-oriented cross-platform storage control dashboards that can integrate directly into existing business systems. The ecosystem will focus resources on five high-value verticals: AI agents, DePIN, chain data, real-world assets (RWA), and enterprise infrastructure. Meanwhile, network incentives will systematically tilt toward participants generating real paid activity—competition among storage providers will shift from capacity to service quality and customer retention.

Goal 2: Strengthen Network Profitability and Crypto Economy

The end of lock-up periods is a rare window—calibrating incentives before this point will directly impact the network’s economic health after market pricing begins. In 2026, the network will design and implement long-term alignment mechanisms, redirect rewards toward paid usage and effective workloads; ProPGF will officially launch, ensuring every public good incentive corresponds to measurable network KPIs; institutional investment tools will enter the ecosystem, broadening long-term funding sources.

Goal 3: Expand Onchain Adoption of Paid Flagship Customers

A single technical capability is insufficient to build market trust—what truly drives more customers in are visible, referenceable flagship cases. Filecoin has served top institutions like Internet Archive, MIT, and Starling Lab; in 2026, such collaborations will advance toward “fully paid, onchain verifiable” status, and each successful case will be built into compelling user stories and integration documentation, creating a credibility flywheel that drives the next wave of customer decisions.

Developers and Application Teams

What you can do: Build real paid applications based on Filecoin Onchain Cloud, integrating storage, retrieval, and payments into your product workflows.

Focus areas: AI agent storage and memory layers, DePIN data infrastructure, chain data archiving, RWA notarization, decentralized media and content archiving.

Ecosystem support:
