The construction of the low-altitude economy standard system is accelerating, and related listed companies are ushering in a new development milestone.

Low-altitude economy is an important sector in China’s strategic emerging industries. Currently, the industry is transitioning from pilot exploration to large-scale, standardized development. All parts of the industrial chain are accelerating their deployment, and supporting institutional frameworks urgently need improvement. Against this background, the top-level design of the national low-altitude economy standards system has been officially released, establishing a solid institutional foundation for high-quality industry growth.

On February 2, ten departments including the State Administration for Market Regulation, the Civil Aviation Administration of China, the National Development and Reform Commission, the Ministry of Industry and Information Technology, the Ministry of Transport, and the Central Air Traffic Management Office jointly issued the “Low-Altitude Economy Standards System Construction Guide (2025 Edition)” (hereinafter referred to as the “Guide”). The Guide specifies that by 2027, the low-altitude economy standards system will be basically established, meeting the needs for safe and healthy development of the low-altitude economy. By 2030, the number of standards in the low-altitude economy field will exceed 300; a standards system with optimized structure, advanced and reasonable content, and international compatibility will be formed, providing strong support for safe and healthy development.

Sun Haohao, senior partner at Shanghai Haihua Yongtai Law Firm, told Securities Daily reporter Wu Yixuan that the Guide establishes unified technical rules and clarifies market expectations across all links of the low-altitude economy industry chain, breaking down barriers to large-scale development caused by standards issues. Listed companies planning to deploy in the low-altitude economy can rely on this system to clarify R&D compliance pathways, and by participating in standard-setting, turn technology into a core competitive advantage. From a legal perspective, the Guide combines mandatory and recommended standards—setting safety bottom lines while leaving room for innovation. Companies capable of participating in or even leading the development of standards for emerging technologies such as electric vertical takeoff and landing (eVTOL) aircraft, as well as suppliers that achieve breakthroughs in core component localization and substitution, will be better positioned to gain competitive advantages.

In the full-system manufacturing segment, leading companies are making early moves, with notable results. In March 2025, Zhejiang WanFeng Aoweixia Machinery Co., Ltd. (hereinafter “WanFeng Aoweixia”) completed the acquisition of core assets from Germany’s eVTOL company Volocopter. By integrating Volocopter’s cutting-edge technologies in the eVTOL field—including distributed electric propulsion systems and the VoloIQ aviation cloud platform—and combining WanFeng Aoweixia’s own manufacturing experience in general aviation, they successfully built a multi-scenario product travel matrix of “fixed-wing + vertical takeoff and landing aircraft + drones.”

In the core components sector, companies are also accelerating technological breakthroughs to seize industry opportunities. In July 2025, Zhejiang Jindun Fan Co., Ltd. established a wholly owned subsidiary, Zhejiang Hanyiqi Intelligent Propulsion Technology Co., Ltd., dedicated to advancing the development and industrialization of ducted fans. In December of the same year, the company disclosed on an investor platform that its ducted fan products under development had completed ground performance and reliability testing, achieving integration with customer low-altitude aircraft and successfully verifying vertical takeoff, landing, and in-flight hovering.

In the operations and scene application sector, leading enterprises leverage their network deployment and licensing advantages to promote large-scale pilots in 2025. In February 2025, SF Holding launched China’s first “air-ground coordination” smart logistics operation center in Shenzhen. In March, the company partnered with Yifei Aviation to pilot large unmanned cargo aircraft line-haul logistics, placing an initial order for 100 ES1000 models. In April, it established a low-altitude logistics network in Hong Kong with plans for 10 takeoff and landing points.

Public information indicates that SF Holding is continuously building a low-altitude logistics network centered on Shenzhen, extending to major cities in the Guangdong-Hong Kong-Macao Greater Bay Area. It has opened multiple cross-city routes, such as Shenzhen to Dongguan, Zhongshan, and Zhuhai, and launched “cross-city air delivery” services for individual users, providing efficient and convenient low-altitude logistics support for regional economic development.

As the industry standards system is implemented, policy support for the low-altitude economy will be further strengthened. The new Civil Aviation Law of the People’s Republic of China is scheduled to take effect in July 2026.

Regarding this, Bai Wenxi, chairman of Junhua Kunlun (Beijing) Asset Management Co., Ltd., told Securities Daily that the “four-dimensional integration” standards system built by the Guide, along with policies such as the new Civil Aviation Law and the “Statistical Classification of the Low-Altitude Economy and Its Core Industries (Trial),” will provide safe, efficient, and coordinated support for the large-scale development of the low-altitude economy. Over the next one to two years, key focuses will include airworthiness certification, airspace opening, and scene applications, helping the low-altitude economy become one of China’s new engines for economic growth.
