Leaders in small towns make money very discreetly, and those unfamiliar with the industry simply can't see through it. When they find a location with good business, the leaders will have traffic police, commerce, and tax authorities periodically inspect you until you can't survive anymore.


Then, the leader's relatives reopen the same business in that area, taking a cut of the profits.
