Guo Xudong, the former Chairman of the Issuance Examination Committee of the China Securities Regulatory Commission, has been transferred for prosecution.

According to information from the disciplinary inspection and supervision group stationed at the China Securities Regulatory Commission of the Central Commission for Discipline Inspection and the National Supervisory Commission, and the Zhejiang Provincial Commission for Discipline Inspection and Supervision: Recently, with approval from the Central Commission for Discipline Inspection and the National Supervisory Commission, the disciplinary inspection and supervision group stationed at the China Securities Regulatory Commission of the Central Commission for Discipline Inspection and the National Supervisory Commission, together with the Taizhou Municipal Commission for Discipline Inspection and Supervision in Zhejiang Province, have filed a case for investigation into serious violations of duties in connection with Chinese Securities Regulatory Commission’s former issuance review committee chair, deputy director of the issuance supervision department, and first-level巡视员 (inspector) Guo Dongxu.

Investigation found that Guo Dongxu disregarded the spirit of the eight-point provisions of the Central Government, accepted banquets in violation of regulations, and accepted gifts and money; he betrayed his duty and mission, engaged in discriminatory treatment in stock issuance review work, and accepted equity; he used his regulatory authority to send word for enterprises to get listed and for refinancing; upon leaving his position, he deceived the organization, went on to engage in conduct违规 (in violation of regulations) with regulatory targets, accepted large amounts of money and other property, and made false statements during organizational verification; he used the value of his official identity to accept private equity fund equity; he illegally accepted money and other property, with the amount being especially huge.

Guo Dongxu’s conduct has constituted serious violations of his duties and also appears to involve the crime of accepting bribes, and after the 18th National Congress of the Communist Party of China, he did not desist or stop, with serious circumstances and a bad impact, and he should be dealt with seriously. Pursuant to relevant provisions such as the Supervision Law of the People’s Republic of China and the Administrative Penalties on Public Servants by the People’s Republic of China, his illegal gains will be confiscated; the issues related to crimes of which he is suspected will be transferred to the procuratorial organs for examination and prosecution in accordance with law, and all properties involved will be transferred along with the case.
