The Standing Committee of the 16th Beijing Municipal People’s Congress passed the “Regulations on the Administration of Unmanned Aerial Vehicles in Beijing,” to be effective from May 1, 2026. The regulations make clear that within the entire administrative area of Beijing, all airspace is designated as controlled airspace for unmanned aerial vehicles, and all outdoor flight activities must apply in advance. At the same time, the regulations set out requirements for the production, sale, transportation, and other stages of unmanned aerial vehicles, and prohibit the illegal production, assembly, kit-building, or modification of unmanned aerial vehicles, or the breaking into or bypassing of their systems. Regarding the specific standards for storage sites, the Beijing Municipal Public Security Bureau, together with relevant departments, jointly formulated the “Provisional Regulations on the Administration of Storage Sites for Unmanned Aerial Vehicles in Beijing (Trial).” Owners are required to complete real-name registration and information verification on schedule, and promptly cancel the records in the event of loss or damage.
