National Consumer Goods Trade-In and Renewal Work Promotion Teleconference Held in Beijing

People’s Finance News, April 3. On April 3, the Ministry of Commerce held a national teleconference to advance work on trade-in programs for consumer goods, summarizing the progress and results of the program in the first quarter and deploying key work to expand consumption in the next step. Deputy Minister of Commerce Sheng Qiuping attended the meeting and delivered remarks. Zhejiang, Henan, Chongqing, and Shenzhen made exchange speeches on expanding consumption. Jiangxi and Hunan provided situation reports on the relatively slow progress in the disbursement of subsidy funds for trade-in programs for consumer goods.

The meeting pointed out that since this year began, the Ministry of Commerce, together with various regions and relevant departments, has upheld a close integration of benefiting people’s livelihoods and promoting consumption, continuously optimized the implementation of trade-in policies for consumer goods, and placed greater emphasis on green and intelligent guidance, on support for offline entities, on enabling digital intelligence, and on coordinated and concerted efforts in policy integration, thereby driving the trade-in policies for consumer goods to achieve a strong start in the first quarter. It has played an important supporting role in promoting consumption and benefiting people’s livelihoods.

The meeting emphasized that all regions and all relevant departments should implement the decision-making and deployment of the CPC Central Committee and the State Council, continuously optimize the policy implementation mechanisms for trade-in programs for consumer goods, and earnestly and orderly ensure policy delivery. They should uphold the concept of “getting one thing done efficiently,” accelerate the promotion of efficient direct connections between central and local platforms, strengthen data connectivity and interaction, and continuously improve the efficiency of subsidy review and fund disbursement to enhance consumers’ participation experience. They should adhere to a strict tone, strictly prevent and crack down on fraudulent and improper subsidy claims and misappropriation, severely investigate and punish illegal and noncompliant conduct, and ensure that subsidy funds are used effectively and achieve real results.
