Hainan Standing Deputy Governor: Maritime passage safety requires joint maintenance

【Caixin Media】 Hainan’s acting vice governor Battar said that, in recent times, international geopolitical developments have been turbulent and volatile. All parties have come to deeply recognize that the oceans’ peace, security, openness, and connectivity are the premise for the prosperity and development of the blue economy. As the global landscape shifts, blue economic development has been given new strategic meaning.

On March 26, Battar made the above remarks at the 2026 annual meeting of the Boao Forum for Asia. He said that deepening cooperation on the oceans and enhancing supply-chain resilience are not only of economic significance, but also relate to the overall picture of development and security. “We must move beyond zero-sum games, uphold the spirit of multilateralism, and jointly safeguard the safety of sea lanes.”

At the same event, Chen Jihong, a specially appointed professor at Shenzhen University and director of the Shenzhen International Maritime Research Institute, said that, judging from the recent international situation, having a powerful ocean-going shipping fleet is a basic safeguard for national maritime security. “About 60% of China’s ocean-going fleet is overseas. How to make good use of the fleet, keep it under control, and serve the country’s security strategy is a major question.” Chen Jihong said.
