Haidian's 5 incubators selected for the first batch of national excellence level

China News Net Beijing News March 31—As a parallel forum of the 2026 Zhongguancun Forum annual conference, the Global Benchmark Incubator Forum recently presented honor and commemorative certificates to five Beijing incubators that were listed as the first batch of candidates for the Ministry of Industry and Information Technology’s Outstanding-Level Incubators.

Outstanding-Level Incubators benchmark against international advanced standards and give full play to a demonstrative and leading role as high-level incubators. Fourteen incubators nationwide have entered the first batch of the public notice list for Outstanding-Level Incubators. In Beijing, the five on the list are all in Haidian District. They are respectively the Beihang Tianhui, the CASi Chuangxing Hard-Tech Incubator, the ZhiYou Artificial Intelligence and Robotics Incubator, Chao Sheng, and QiJi Chuangtan. They have performed outstandingly in areas such as achievement transformation and enterprise cultivation.

According to the introduction, Haidian District is able to take the lead in the Ministry of Industry and Information Technology’s public notice list of Outstanding-Level Incubators thanks to the innovation “ecological rain forest” that has been cultivated for more than 30 years. As of now, Haidian District has a total of 191 incubators of various types, including 5 Outstanding-Level Incubators listed in the Ministry’s public notice, 9 standard-level incubators, and 12 Beijing benchmark incubators. The number of incubators at the national and municipal levels of various types ranks first in the whole city, and the incubating area is nearly 2 million square meters.

Wang Yuxia, head of the service system department of the Zhongguancun Science City administrative committee, said that Haidian District will take incubator development as a key measure to cultivate new quality productive forces and to promote the transformation of scientific and technological achievements. It has successively introduced the《Several Measures to Support the Development of Innovation and Entrepreneurship Service Platforms》and high-quality incubator special support policies, providing comprehensive resource guarantees for incubator development and guiding incubators toward professionalization, refinement, and distinctive development. From the precise supply of innovation elements, to the deep integration of industry–academia–research–use, and to the efficient integration of talent, capital, and technology, it creates a favorable development environment for incubators.

In the next step, Haidian District will further optimize the incubation system for science and technology enterprises, continuously improve the policy system, and guide diversified incubation carriers to focus on “activating from the source, deep cultivation in vertical fields, and ecosystem empowerment,” building an incubation and cultivation ecosystem with coverage across the entire life cycle of technology-based enterprises and with a high density. This will inject core impetus into the building of world-leading technology parks and help create the city with the highest investment value.(End)
