Publication of the final ruling in the anti-dumping investigation into imports of rapeseed originating in Canada.

Pursuant to the provisions of the Anti-Dumping Regulations of the People’s Republic of China, on September 9, 2024, the Ministry of Commerce (hereinafter referred to as the “investigating authority”) issued Announcement No. 37 of 2024, deciding to initiate an anti-dumping investigation into imports of rapeseed originating in Canada (hereinafter referred to as the “investigated product”).

The investigating authority conducted an investigation into whether the investigated product is being dumped and the dumping margin; whether the investigated product causes injury to the domestic rapeseed industry of China and the degree of such injury; and the causal relationship between the dumping and the injury.

Based on the results of the investigation and the provisions of Article 24 of the Anti-Dumping Regulations, on August 12, 2025, the investigating authority issued a notice of preliminary ruling, preliminarily determining that imports of rapeseed originating in Canada are being dumped, the domestic rapeseed industry is suffering material injury, and there is a causal relationship between the dumping and the material injury. After the preliminary ruling, the investigating authority continued its investigation into the dumping and the dumping margin, the injury and the degree of injury, and the causal relationship between the dumping and the injury.

The investigation in this case has now concluded. In accordance with the provisions of Article 25 of the Anti-Dumping Regulations, the investigating authority has made a final ruling (see the attachment). The relevant matters are hereby announced as follows:

I. Final ruling
The investigating authority, in its final ruling, concluded that imports of rapeseed originating in Canada are being dumped; China’s domestic rapeseed industry is suffering material injury; and there is a causal relationship between the dumping and the material injury.

II. Collection of anti-dumping duties
Pursuant to Article 38 of the Anti-Dumping Regulations, the Ministry of Commerce submitted to the Tariff Commission of the State Council a proposal to impose anti-dumping duties. The Tariff Commission of the State Council made a decision based on the Ministry of Commerce’s proposal, effective March 1, 2026, to impose anti-dumping duties on imports of rapeseed originating in Canada.
