Regarding data property registration, the National Data Administration publicly seeks public opinions

People’s Finance Network, April 3—To implement the decisions and deployments of the CPC Central Committee and the State Council on accelerating the development of data foundational institutional frameworks, and to cultivate a nationwide unified data market, the National Data Bureau has drafted the “Guidelines for Data Property Rights Registration Work (Trial)” (Draft for Public Comment). The draft is now being published to solicit public comments.

The draft for public comment proposes that the national data administration department will formulate annual assessment standards for registration institutions and will review the assessment results. Registration institutions shall, by March 31 of each year, report to the provincial-level data administration department in the place of their registered address the status of data property rights registration business carried out in the previous year, and shall ensure that the submitted materials are true, accurate, and complete. The provincial-level data administration department in the registered address of the registration institution shall conduct an annual assessment of the registration institution, and shall, by April 30 of each year, submit the assessment results and related materials to the national data administration department.
