The Embassy of the People’s Republic of China in the Democratic Republic of the Congo has recently issued the “Congo (DRC) Security Situation Briefing”:

一. Key recent cases

(一)On April 1, M23 armed elements launched fierce fighting together with the Wazalendo militia in Shoa Town, Osobavani Nguku area, Masisi Territory, North Kivu Province.

(二)On March 31, a store in the Delvaux neighborhood of the Lingwala commune in Kinshasa was robbed by armed criminals. Eight armed personnel, masked and riding motorcycles, carried out a series of robberies.

(三)On March 30, in the Mweso health zone, Masisi Territory, North Kivu Province, two humanitarian workers were attacked by M23 armed elements.

(四)On March 29, the Humura and Mukohwa villages in Nyamaboko, Masisi Territory, North Kivu Province, were occupied by M23 armed elements.

(五)On March 27, the United Nations Deputy High Commissioner for Human Rights pointed out that from October 2025 to February 2026, the fighting in eastern Congo (DRC) had already led to 2,560 incidents of human rights violations, with 6,760 civilians affected, and the situation was still deteriorating.

(六)On March 23, a bus on the Kiwanja—Goma road segment in Rutshuru Territory, North Kivu Province, came under an ambush by armed personnel.

二. Important reminders

At present, the security situation in Congo (DRC) is complex and severe. In North Kivu Province and South Kivu Province in the east, the security situation has deteriorated rapidly, and the Congolese Armed Forces and M23 continue to engage in intense clashes. The security situation in Ituri Province, Haut-Uélé Province, and other areas is not optimistic. Illegal armed groups such as M23, ADF, CODECO, the Mai-Mai militia, and the Zaire militia continue to stir up trouble in provinces including North Kivu, South Kivu, Ituri, and Haut-Uélé. Violent incidents and cases such as armed robberies and kidnappings occur from time to time. The safety risks faced by Chinese citizens in Congo (DRC) remain high.

The Chinese Embassy in Congo (DRC) reminds all Chinese citizens in Congo (DRC) to attach the utmost importance to security issues. Chinese citizens must not go to areas with extremely high security risks such as Ituri, North Kivu, South Kivu, and Haut-Uélé Provinces. For Chinese citizens and enterprises currently located locally, they are still requested to withdraw or relocate to safer areas as soon as possible. Chinese citizens in the nine provinces such as Lualaba, Upper Katanga, Lower Kivu, Tanganyika, Maniema, Central Kasai, Sankuru, Lomami, and Upper Lomami should not go there unless it is necessary. Chinese citizens engaging in business in the Kinshasa area are asked to closely monitor the local situation, strengthen safety precautions, and firmly eliminate any mindset of complacency and luck. When going out, please stay highly alert, keep in touch with family, friends, and colleagues nearby, and promptly avoid risks if risky situations arise. For Chinese-funded institutions located in areas where the security situation is clearly worsening, please take practical measures to further increase security spending to the highest standards, reduce personnel who are not necessary, and prepare contingency plans for adjusting production and business operations and personnel arrangements in the event of sudden incidents. Avoid going to areas where outbreaks of epidemics occur; cautiously travel to areas with high incidences of tropical infectious diseases; take precautions against tropical infectious diseases such as monkeypox; develop good personal hygiene habits; avoid contact with wild animals; and reduce going to crowded places.
