Recently, Beijing released the “2026 Key Points for Comprehensive Optimization of the Business Environment in Beijing,” iterating and further deepening reform measures to improve the business environment. The 28 specific measures include: improving firms’ financing convenience; optimizing talent’s full-spectrum services; rolling out more high-quality industrial spaces; promoting the circulation and use of data elements; providing high-quality services for technology transfer and transformation; creating a business-friendly ecosystem for industrial development; promoting the release of consumer vitality; supporting companies in developing overseas markets; focusing on reducing logistics costs; further deepening “efficiently handling one matter”; advancing standardized and normalized government services; accelerating the digital-intelligent construction of government services; strengthening targeted enterprise services; improving the level of policy services; strengthening grassroots service capabilities; further deepening reform of approvals for construction engineering projects; improving the efficiency of municipal public services; enhancing the level of facilitation for investment and trade; maintaining a fair-competition order; increasing efforts to clear and resolve corporate accounts receivable; strengthening the application of credit information; strengthening service-oriented regulatory and law-enforcement; improving dispute resolution efficiency; unblocking corporate exit channels; cultivating a clean and orderly network ecosystem; strengthening cross-departmental coordination and linkage in government services; strengthening regional innovation coordination; and promoting the sharing of public services.
