“The State Council’s Reply on Approving the Temporary Adjustment of Relevant Administrative Regulations in Guangdong Province,”

agreeing from today,

to temporarily implement a policy of exemption from guarantees for eligible Macau motor vehicles

entering and leaving other regions of Guangdong Province through the Hengqin Guangdong-Macao Deep Cooperation Zone,

and to promote the implementation

of the Hengqin “Macau Single Plate Vehicle Northbound” policy.

Meanwhile, on the previous day, during the Macau Legislative Assembly,

Macau Secretary for Economy and Finance

and Director of the Cooperation Zone Executive Committee Dai Jianye also stated,

that the Hengqin “Macau Single Plate Vehicle Northbound” policy

aims to be implemented in the first half of the year.

On April 2, the Chinese government website published the “Reply of the State Council on Approving the Temporary Adjustment of Relevant Administrative Regulations in Guangdong Province,” agreeing from today to temporarily adjust the implementation of the “Regulations of the People’s Republic of China on Customs Affairs Guarantees” in Guangdong Province. This allows eligible Macau motor vehicles to temporarily enter and exit other regions of Guangdong Province through the Hengqin Guangdong-Macao Deep Cooperation Zone without guarantees. This signifies significant progress in the implementation of the Hengqin “Macau Single Plate Vehicle Northbound” policy.

According to the relevant provisions of the “Regulations of the People’s Republic of China on Customs Affairs Guarantees,” Hengqin “Macau Single Plate Vehicles” traveling outside the cooperation zone must provide guarantees to mainland customs authorities in accordance with the law. To promote the “Macau Single Plate Vehicle Northbound” policy, relevant departments in the cooperation zone applied for a temporary adjustment of the implementation of the “Regulations of the People’s Republic of China on Customs Affairs Guarantees” through proper procedures, which was approved by the State Council.

The Hengqin “Macau Single Plate Vehicle” policy was officially launched on December 20, 2016. Since then, measures such as easing conditions, expanding quotas, and extending the validity of temporary vehicle registration have been repeatedly implemented. As application volumes surged, the eligibility criteria were relaxed four times in 2017, 2018, 2020, and 2021. The total quota was initially 400, gradually increased to 10k, and by August 22, 2022, the quota for non-commercial Macau small passenger cars entering and leaving Hengqin was fully liberalized, removing the cap of 10,000. The eligible applicants expanded from Macau residents and merchants permitted to invest, work, or buy property in Hengqin, to include Macau government vehicles needed for work and Macau residents aged 18 and above. The policy’s beneficiary groups have continued to grow.

The “Macau Vehicles Northbound” policy has been in effect since January 1, 2023. Macau residents aged 18 and above holding a Mainland Travel Permit for Hong Kong and Macau Residents, and owning a non-commercial small passenger vehicle registered and licensed in Macau, can, by appointment, enter Guangdong via the Hong Kong-Zhuhai-Macao Bridge Zhuhai Highway Port. Although the Hengqin “Macau Single Plate Vehicle Northbound” offers the convenience of no appointment needed and unlimited daily entries and exits, vehicles cannot leave the cooperation zone. Since “Macau Vehicles Northbound” and the Hengqin “Macau Single Plate Vehicle” policy are mutually exclusive, many Macau residents hope for the early implementation of the “Macau Single Plate Vehicle Northbound” policy to leave the island.

Dai Jianye stated at the Macau Legislative Assembly oral questioning session on April 1 that currently, about 10,000 vehicles pass through the Hengqin front-line channels daily, with the number of registered single-plate vehicles exceeding 11k. After the Guangdong province temporarily adjusted the relevant provisions of the “Regulations of the People’s Republic of China on Customs Affairs Guarantees,” the new management measures for Hengqin “Macau Single Plate Vehicles,” policies for leaving the cooperation zone, and related information systems are progressing in an orderly manner. Dai Jianye expressed that the Macau SAR government is pushing to implement the “Macau Single Plate Vehicle” leaving Hengqin within the first half of this year.

The implementation of the guarantee exemption policy is not only a policy adjustment but also an acceleration of Guangdong-Macao integration, injecting new vitality into the connectivity of the Greater Bay Area!
