When looking at government treasury expenditures, I actually don't care much about how big their PPT charts are; mainly focus on two things: whether there is a "comparison table" before the money is spent, and whether there is an "acceptance point" after the money is spent. To put it simply: which problem does this money solve, what deliverables are due by which date, who confirms them, and how to handle if it's not done. If they only give a vague statement like "ecological development/market promotion," I will sound the alarm.



There's also a little trick: see if the milestones can be understood and verified by external parties, such as code, data dashboards, public statements from partners, and so on; if it can only be explained verbally by the team, it's basically no milestone at all. Currently, modularization and DA-level storytelling excite developers, but when users are confused, it's even more necessary to write "deliverables" in plain language, or else the treasury becomes a black box.
