This theory explains the mechanism of how attitudes towards new and old things are formed: the attitude towards new things is influenced by the social atmosphere at the time, while the attitude towards old things is dominated by inherent inertia, and once this “cultural year wheel” is formed, it is difficult to change.
Vitalik pointed out that the concept of a free and open internet was formed in the United States during the deregulation period of the 1990s. In the mature stage of AI development in the 2020s, China, as a follower, adopted the strategy of “complementary advantages of commodified competitors” and created an environment conducive to the development of open-source AI. This has led to new changes in the AI competition landscape between China and the United States: the U.S. no longer has a clear advantage in the field of open-source AI, while China has also shown an open posture.
