牌照、人脈與 2026 年
就在 Pham 報到前夕，MoonPay 取得紐約金融服務部核發的 New York Limited Purpose Trust Charter。這張牌照讓 MoonPay 從零售支付工具升級成「可託管資產」與執行 OTC 交易的受監管機構；而 Pham 在華盛頓多年累積的監管資源與人脈，正是把這張牌照變成業務護城河的關鍵。
