🔍 Key highlights:
✅ Hong Kong’s Financial Services & Treasury Bureau (FSTB) and the Securities and Futures Commission (SFC) have concluded public consultations on new licensing regimes for VA dealing and VA custodian services. These cover businesses that trade, deal, or safeguard virtual assets — expanding beyond existing rules for exchanges and stablecoin issuers. �
✅ The regulatory framework aims to apply the “same activity, same risks, same regulation” principle — meaning VA activities will be regulated similarly to traditional financial services, ensuring stronger AML/CFT safeguards and investor protection. �
✅ In addition, further proposals are underway to regulate VA advisory and management services — broadening oversight to include advice and professional VA portfolio management. �
✅ Draft legislation is expected to be introduced to the Hong Kong Legislative Council in 2026. �
